A Just Transition to a Circular Economy: Operational Framework and Indicators

Circular Economy does not inherently ensure fair and inclusive conditions for all participating stakeholders. This ETC report was developed within the European Topic Centre on Circular Economy and Resource Use (ETC CE) by the Wuppertal Institute, the World Resource Forum, VITO, the EEA and the CSCP. The report takes a closer look at how the three justice dimensions (distributional, recognitional and procedural) affect different stakeholders, especially vulnerable and marginalised groups and develops indicators for monitoring the transition to a circular economy from a justice perspective.
