Enabling Sustainable Protein Choice Through Public Procurement Policy

This report presents a governance mechanism developed within the EU-funded LIKE-A-PRO project to support the uptake of alternative proteins through sustainable public procurement. The report builds on insights from LIKE-A-PRO Living Labs, behavioural intervention pilots, and stakeholder consultations across Europe. It explores how policymakers, public authorities, and food service providers can create supportive food environments by improving availability, affordability, quality, and acceptance of sustainable protein options. Key recommendations include setting progressive procurement targets, supporting caterers and suppliers, combining procurement with communication and education, and monitoring consumer acceptance. The report highlights that public procurement can act as a market-shaping tool to help make sustainable protein choices more accessible, attractive, and normal in everyday public meals.
