Join Us at the HOOP Final Conference on 25 and 26 March 2025 in Cartagena, Spain!

Consider the compostable scraps from your kitchen or the trimmed plants from your garden—these organic materials are still packed with valuable ingredients, making them far too precious to waste.

European cities and regions have implemented systems to capture and valorise biowaste into new materials and energy as part of circular economy efforts. While many of these systems are already working, they haven’t yet reached their full potential in producing high-value products—this is precisely where the HOOP project aimed to make a difference.

Launched in 2022 as part of the EU Horizon 2020 financing scheme, HOOP aimed at developing and implementing new solutions and raising investments in circular technologies. After four and a half years, the project wraps up with a record of over 110 million euros in investments in the eight lighthouse cities and regions it operated in.

The CSCP played a key role in the project, leading stakeholder engagement. As part of this effort, over 800 stakeholders (citizens, administration, business & academia) have been engaged in numerous activities in all lighthouses. Through the Biowaste Clubs—a collaboration format developed and implemented by the CSCP—HOOP not only identified and brought together relevant actors, but also enabled them to co-create solutions toward lasting impact.

At the final conference in Cartagena, Spain, project partners and relevant stakeholders will reflect of the key HOOP milestones and pathways to scaling solutions and generating long-term impact beyond the project lifecycle.

To share learnings from the HOOP project, the CSCP will co-host a workshop on the topic of stakeholder engagement.
