SETDEPLOY Enabling Europe’s Clean Energy Transition Europe aims to become climate-neutral by 2050. Achieving this requires not only bold targets but also practical solutions that connect policy, innovation, and industry action. Renewable fuels and bioenergy are central to this effort, particularly in hard-to-decarbonise sectors such as transport, heating, and rural economies. Yet despite significant progress, the sector continues to face fragmentation, gaps between EU and national priorities, and a need for stronger collaboration among diverse actors. The SET Plan (Strategic Energy Technology Plan) is the European Union’s key framework for driving the energy transition. Within this, Implementation Plan 8 (IP8) focuses specifically on bioenergy and renewable fuels for sustainable transport. To ensure IP8 achieves its potential, tools, coordination, and stakeholder engagement will be needed. This is where the SETDEPLOY project comes in. What is SETDEPLOY? SETDEPLOY is a three-year Horizon Europe project designed to act as the implementation engine for the SET Plan in the field of renewable fuels and bioenergy for Sustainable Transport. Its purpose is to provide the practical support, coordination, and knowledge-sharing needed to bring the SET Plan’s vision into reality. The project works as a bridge between Implementation Working Group 8 (IWG8), ETIP Bioenergy, EU Member States, and a wide range of stakeholders, ensuring that Europe’s clean energy ambitions are aligned, actionable, and impactful. The project is built around three core elements: SETDEPLOY Toolbox: A structured set of tools and resources to support policy design, track progress, and drive innovation. The Toolbox will provide stakeholders with access to up-to-date information on projects, policies, funding instruments, and best practices. Cross-Coordination and Cooperation: Active collaboration with European Technology and Innovation Platforms (ETIPs), research networks, and industry fora to create synergies, reduce duplication, and ensure consistency across the EU energy landscape. Stakeholder Engagement Strategy – A targeted approach to mobilise industry, academia, policymakers, NGOs, and investors through participatory processes that build ownership, strengthen networks, and accelerate deployment. The role of CSCP: Facilitating co-creation The CSCP will play a key role in designing and running of co-creation, testing and validation workshops. These workshops are central to the stakeholder engagement in the project. They will bring together policy makers, researchers, industry representatives, and civil society to jointly co-create, test and validate project results. The CSCP will apply its expertise in participatory strategy development, a methodology that emphasises the involvement of all relevant actors in the design of strategies and solutions. Using tools such as stakeholder personas, and participatory visioning, the CSCP will ensure that diverse perspectives are not only heard but translated into actionable outcomes. Expected results and outcomes: Policy design: Creating strategies that are aligned across national and EU levels Progress monitoring: Tracking technology readiness, financing, and project performance Joint actions: Coordinating efforts across Member States and sectors By fostering stronger cooperation among ETIPs, Member States, and industry players, the project aims to: Strengthen governance of the SET Plan and its ability to deliver Build synergies between policy, research, and business, reducing fragmentation Enhance Europe’s capacity to deploy renewable fuels and bioenergy at scale Support the EU’s Green Deal objectives, including sustainability, resilience, and energy security Support the creation of jobs and opportunities in rural areas through sustainable value chains SETDEPLOY is funded by the Horizon Europe programme under the call Support to the activities of the SET Plan Key Action area Renewable Fuels and Bioenergy. It is implemented by a consortium of organisations, including RISE, SINTEF, EUREC, CIRCE, ETA Florence, and the CSCP, each bringing expertise in research, coordination, stakeholder engagement, and communication.
