CEE2ACT Impact Evaluation Report This report presents the impact evaluation of stakeholder engagement activities carried out within the CEE2ACT project, which supports the development of national circular bioeconomy strategies and action plans in Central and Eastern Europe. The evaluation was led by the CSCP, who was responsible for stakeholder engagement within the project. The report assesses the work of ten National Bioeconomy Hubs established in Bulgaria, Croatia, Czech Republic, Greece, Hungary, Poland, Romania, Serbia, Slovakia and Slovenia. All ten hub coordinators contributed to the report by providing insights into the development, achievements and challenges of their respective hubs. Using a Theory of Change approach, the report analyses how bottom-up engagement activities, including workshops and Memorandas of Understanding, strengthened stakeholder cooperation, increased capacity for the circular bioeconomy and supported national bioeconomy planning. The findings highlight improved dialogue, growing stakeholder networks, and a strong basis for continued collaboration beyond the project.
