PathoCERT: Multi-level Stakeholder Engagement Analysis, Including impacts

This PathoCERT report assesses the impacts of the multi-stakeholder engagement approach as applied in the PathoCERT project through qualitative and quantitative research methods. It examines connectedness, communication, and other parameters among key stakeholders to analyse the impact of the Communities of Practice (CoPs) and the pilot exercises. The report provides an overview of the conceptual framework used, including the implemented Community of Practice (CoP) structure in each pilot city/region as well as the engagement of additional key experts and citizens. Valuable insights are presented for three guiding research questions, focusing on the effects on preparedness, connectedness, and challenges of first responders. A key conclusion is the relevance of integrating and adapting novel technologies for standard processes as well as running frequent scenario exercises in order to achieve a high uptake among practitioners.
