Policy Paper: Co-creating National Bioeconomy Roadmaps and Contributions to the EU Bioeconomy Strategy

Developed within the CEE2ACT project, this policy paper provides good practices, guidance, and policy recommendations to support the development of national bioeconomy strategies and roadmaps in Central and Eastern Europe. Authored by the CSCP together with three project partners, it builds on insights gathered through extensive consultations, national dialogues, and stakeholder interactions across the region. The paper highlights the role of ten National Bioeconomy Hubs in co-creating visions, strategic goals, and action plans that strengthen innovation, collaboration, and governance for a sustainable circular bioeconomy. It also contributes to the forthcoming EU Bioeconomy Strategy by integrating regional perspectives and practical experiences. Key recommendations include institutionalising national hubs, integrating roadmaps into the EU Strategy, establishing harmonised EU–national monitoring systems, and improving investment conditions in CEE countries to accelerate Europe’s circular and sustainable bioeconomy transition.
